ASP.NET Image Upload needed

I have a webstore that I’ve built in ASP using Access database which has the facility for uploading items on to the site.
I require someone to integrate a page which uploads images for the items. The image must also be resized.
The site basically uses a form which posts details for a particular item to the database but also needs to upload images for the items. The images will be stored in a folder on the server and the URL for the images will be stored in the same table in the database with the rest of the details for that item.
**Specification**
Resize images and compress as Jpeg.
All code must be commented for a novice to read!
The system must warn the user that it is uploading/processing the image.
The code must be efficient i.e. fast and produce good quality image output.
**Please note:***The upload form does not actually upload the file that you select with the browse button. I have simply hard coded the value of the image URL. That is why every post that you make to the gallery will display the same photo.*
I can provide ftp access to the server for development and testing.
I would appreciate any feedback on the specification as I may have missed things out.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
