ASP.Net '' Instant Messenger '' (RealTime) SQL based

I'm looking to have an Instant messenger created for a Web site.
It should be built with:
- ASP or ASP.net (VBScript or C)
- SQL Database
- Flash (Possibly Java, but flash preferred.)
- Preferably done via a COM object (Written in C or VB)
It must have / be:
- Instant messaging (one on one) (Secure)
- Popup a new Window
- Instant messaging (Chat Multiple) (Secure)
- Popup a new Window
- Emoticons
- Friends List (Stored on the server)
- Blocked List (Stored on the server)
- Online Status (Stored on the server)
- View Profile (Stored on the server)
- Login System (Secure and Encrypted)
Other abilities:
- Add new Friend
- Remove Friend
To have an idea of the program just take a look at msn messenger. I’m really looking for something similar but web-based.
The system should be similar to [url removed, login to view]'s
Graphic Interface:
- Must be simple, and clean. Like above or msn.
This application should be scalable and support over 1000 concurrent users. So Session/Application variables should not be used due to locking issues. I would recommend and encourage using COM+ objects that pass along function calls.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
