Convert web site to ASP.NET 4.0 from DreamWeaver

It needs to be converted to ASP.NET 4.0 using a blank framework website that we have provided. The framework uses the HeroCoder framework to implement the Microsoft Membership provider model, and comes with a SQl Server database
The existing look and feel should be impelmented as a new theme - we are after a direct conversion, with all navigation and content as per the existing site, except for the follwing exceptions:
1. On the [url removed, login to view], change the 'Latest news' to read from the table 'Announcements'.
2. The blank web site has a folder for 'Products' - the new site should store product pages under this folder.
All the html pages should be implemented as aspx pages, with separate code behind vb files. All coding to be done using VB.NET
