Voice slow down problem on every call on elastix server

Experiencing some slow down and hard to hear call on every call at regular frequency. It happens at every 2 to 3 minutes and last for 10 seconds approx. Base on an elastix server and voip phone line over cellular internet at 4G. Server is running since 1 year but problem occur since 6 weeks. Also can't reach some numbers of some area code without any reason with voice saying route error.
