Develop Website + Web-Based Tools/Software - Experience Req!

Looking for solid programmers with experience to create either a desktop based downloadable software OR a web-based software (prefer web-based) to tie in with a site I'm currently developing. The software must perform all the things [login to view URL] does and a few more that I'll specify to the developer chosen for this project. I have a flexible budget for this, and would like it done as quickly as possible. So ideally, a member of my site would be able to do everything [login to view URL]'s software offers from the site itself without needing to download anything. I'm open to a downloadable software option, but would HIGHLY prefer the web-based version instead. Please note that if you do a good job, this will be long-term and I expect you to provide support for a while to come (you will be compensated for all of it based on how this works out). If you have a team of people that will work under you, great - if you have a designer on your team/can do some design work yourself, even better! If not, you'll be working with other designer(s) and developers to integrate the various parts of the senuke-like software into the site itself.
