Bitmap from MPEG video

Working from Visual Basic 6, I require code, a library or activex which can retrieve a single bitmap image from an MPEG 1,2 or 4 video. The program can basically utilise any method it requires to fulfil this task...whether directx or vb or even a c++ dll that I could call from VB. Command line programs would also be acceptable. Ideally the program would be able to accept a time value input expressed in hrs:mins:secs:millisecs format, or a frame number index. The resulting bitmap could be in DIB format or saved direct to hard drive under a user supplied or generic file path based on the application's own path.

The important things here are the time index or frame number supplied...I need to be able to access the image from those values at random and not by successively scanning through the whole video...which for lengthy videos would obviously take too long.

Presumably we'd be able to detect the framerate of the video. Actually come to think of it this will be necessary too.

Is it possible? Can anyone out there help me?

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
