Windows based program for analysis of text files

I'm looking for a skilled person who can write a program for the analysis of text files.
I have a number of text files that are stored in different folders. The text files have a lot of similarities and some small differences. Each text file has a summary of the content.
The program consists mainly of the following (more detailed description will follow before project acceptance).
- A window consisting of (top): A number of buttons, checkboxes, dropdowns to sort the text files as not all text files should be compared at all times
- A window consisting of (left): The summaries of each text file
- A window consisting of (right): the content of the text file corresponding to the currently selected summary on the left window
- A window consisting of (bottom): Generated php code. I will provide a sample php code, and your program will based on the selected text files generate the php code. I will explain how the code will change depending on variables from the selection of the text files.
The program will read all the text files from the folders and sort/show them accordingly to the selection criteria.
