An app that uses video to read words vocally

you would use your iphone or ipod to read words from a book or news papers or sign and the app would read the words vocally by turning on your camera and locking on each word it would be highlighted and read by the device. An examle would be redlaser it locks on to a barcode and reads it this app would lock on to a word and recide it vocally. I'm looking for someone who has experience building apps for IOS. I'm not sure if this is a simple app to build but I have limited budget of about $120. If you wanna get your feet wet and take on the challenge of building such an app then let me know.
