component for creating/deleting/resizing partitions on Windows

I need a component (Delphi or VC++) for creating/deleting and resizing partitions on Windows. Resizing of partitions where OS is installed must be possible. For example: If I have a 40GB Harddisk (drive C:\) with 30GB of free space, the component can create a new drive with this free space, for example drive D:\ with 30GB. Also formatting in all available formats must be possible (FAT/NTFS/NTFS5 etc.) It must run on all versions of Windows. Also it must be easy for integration into a Delphi software, so this project is NOT about a standalone-software, it is for using in another project. Please bid only if you have experiences with this and can prove, that you already worked with this stuff.
