Create Image Filters with CSS and Jquery

Need someone to build a simple floating widget using jquery and css3 that can dynamically adjust a websites' background image opacity and opacity color using an overlay. The overlay screen can be adjusted using a slider control inside the widget that adjust the opacity of the screen from 0% to 100%. The wrapper color can be selected using a color picker. If screen slider is moved to 100% and the color is black... you will not be able to see the background image.. only solid black image. If screen is set to 50%, you will see the background image only 50% of its full strength. If the the screen color is blue and the the opacity is set at 10%, the background image will be slightly blue. etc. etc. I would also like to incorporate a blur effect on the image using css3 by adjusting the blur strength. The higher the strength.. the more blur applied to the background image. Must be compatible with IE and Firefox browsers because webkit does not work in those browsers so perhaps jquery would be a more compatible option.
