As the first phase in the development of an industry-specific ERP package targeted at small and medium-sized businesses we wish to purchase a rock solid. It should already be installed and operating successfully in at least one real-world situation with a minimum of 5 users (verifiable reference required) and should incorporate United States Generally Accepted Accounting Principles or equivalent. It should be suitable for use both on a local network and with remote locations connected via the Internet.
Development language is not of primary importance, but the database and web-server will be hosted locally by each customer, with Windows 2000 Server and 2003 Server being the predominant operating environments. The database used should be one of the available Open Source options in order to reduce up front investment for each installation. Since target customers are limited in size, an integrated database would be a possibility, but is by no means required.
Considerable further development will be added to this core accounting package, so we are looking to purchase the source code. The additional development will also be outsourced on RAC, so the producer of the core applications will clearly have the inside track when this work is tendered. The minimum requirements include User Security, General Ledger, Accounts Receivable, Accounts Payable, Purchase Orders and Inventory with multiple locations. Standard accounting reports should also be included, again an Open Source tool such as DataVision is preferred. Plans include Order Entry, Retail POS and Manufacturing, so a package including some or all of these would place itself ahead of the competition.
## Deliverables
Further optional components include multiple currencies and some level of support for multiple languages. Similarly, existing user-friendly Help documentation will be recognized as an added value.

A short list of up to 5 candidates will be requested to provide web access to a demonstration installation of the system before final selection is made.
