Automatic money transfer from Paypal to Paypal (1268991)

We have a MLM website. We want a system on the website from where? money should be transferred from our paypal account to member's paypal account automatically. ***Broad idea is given below:*** We have already a paypal account setup. After login, say, $250 is showing in members' account. If he wants to withdraw $175 from $250 then money should transfer to their account without our interference. After selecting the money value, once they click the Continue button, it should take them to another page that tells them to verify that your information is correct. It will show the amount of their withdrawal minus the 4% fees. Then it will have the withdraw total they will be receiving. And it will say, (Amount you will be receiving.) It will show their PayPal email which it should grab from their Profile. At the bottom, it can say: Please note each member is to verify the information on this page. Once you have pushed submit, it can not be undone. On Earning History, if they used the code it will say on the Amount Deposited column it will say FREE and on the Amount Received, it will say 0. Also we need a manual for the above process step by step with screenshots. For e.g. how you do it, what steps you have taken, etc.? Payment will be given by Escrow.
