C# Class Library to Generate Image

Basically we are looking for a C# Class Library which would create a label for Parcelforce Courier service in JPEG format, the class library will be incorporated into our existing Web Based Enterprise System. The input parameters will include: 1. Invoice Number 2. Receiver's Name 3. Receiver's Address 4. Delivery Type (24 or 48 hours) 5. Sender's Name 6. Sender's Address 7. Few other fields The output must be a JPEG file in the label format as specified by Parcelforce. The specification of the label is attached, as specified by Parcelforce company. PS: We plan to do automated labelling for UK addresses only for now. The deliverable should include full source code, ready to use class library and sample testing web based page which upon submitting parameters would generate image in next page.
