Desktop Pop-up Reminders/Quotes

I would like to have a downloadable program that is database / spreadsheet driven, that pops up on the users desktop at variable intervals (ex: once per day), and shows either random or sequential text messages from the database. For example, a small message box that pops up daily, with a custom graphic / image border (my picture and color border) with a 'quote of the day' in the center. The quote of the day would rotate or change daily, and come from the spreadsheet / database that is downloaded with the program. I will provide / enter the data at a later date. The pop up box would ideally pop over any open browsers and / or programs running and would have a 'close' button graphic that closes the window. Very similar to a web-based pop up, but one that is a downloaded program that resided on the users computer, and pops up on the desktop or over running programs. Have other projects in mind for the future, so I am looking for a reasonable and reliable programmer to build long term business relationship with. Let's start with this for now... ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform This will be a Windows based program, compatable with all recent versions (Win 98, 2000, NT, XP, ME)
