develop a custom image editor tool for website

I currently am designing a website, and require a custom image editing tool that i can apply to my site. I am looking for someone to code me this tool so that I can apply it to my store that will be both mobile and desktop accessible. What is needed is a tool that will take an uploaded image or URL and put it inside of a blank shape of 3 different ties chosen by the user, a bowtie, skinny tie and necktie. the user should be able to rotate and edit their image anywhere on the tie, and should have options to add in standard stripes, polka dots, argyle or checkered shapes and background colors. It will serve as a custom tie creator, the end result should show the user a sample of their tie, and this should all look formal and neat, and also be supplied to me to fill their according order. Only a tool to edit and save the edited images is needed, the rest I can take care of. things to keep in mind: -I would like the background transparent in the tool, to blend into my site cleanly. -Size and organization should keep mobile access in mind as well - this job will be needed to finish ASAP and has budget of $50 maximum.
