Create Email Template From PNG Image

I need 1 email template that will imported and used in Outlook (2003, 2007 and 2010). I'm not sure of the format, but I believe it's HTML

I want to be clear about what I want because the last time I posted this project it was a nightmare.

1) Template MUST be able to be imported in Outlook

2) Hyperlinks in template (see attachment 'Edit illustration')

3) White area in template must allow for email text (see attachment 'Edit illustration'). This template will be used for everyday email to my clients.

Most of you bidding will be from India (and more than likely I will be picking somebody from India). It's Sunday morning there and Saturday night here (US). I will be up for a few hours to select a winner TONIGHT! I expect this to be done by the time I get up Sunday...sometime around 12pm US time.

PLEASE REFER TO MY ATTACHMENTS TO GET AN UNDERSTANDING OF WHAT I WANT. I WILL BE ASKING FOR SAMPLES OF EMAIL TEMPLATES THAT YOU HAVE CREATED JUST TO MAKE SURE YOU UNDERSTAND WHAT IT IS I WANT.
