Convert 3 lines of PHP to JSP in a War file(repost)(repost)

Convert the PHP code below to JSP, then package it up in a WAR file with any dependancies. The resulting WAR file should be able to be deployed on Tomcat v6.x with JRE/JDK version 1.5+ The WAR file should be packaged so the end result can be accessed via: http://<fqdn>/[login to view URL] Below is a working PHP program (3-lines) which takes a POST parameter call SAMLResponse and base64 decodes it.
