API to deduct charge from FREERADIUS db

We have a FREERADIUS using MySQL to authenticate and do accounting of our prepaid users on our wireless network. Each user details is stored as a userdID and Password with each have a time limit set according to the rate charged. eg. $3 for 7600 seconds. We would like to create API so that our content partner will be able to access our FREERADIUS db to deduct the the USER TIME according to a certain rate when the USER purchase any contents from their website (agreement with content partner assumed done) Content partner are secured through enabling ttheir server IP and probably with certain password in our system.
