Clickbank api for vbulletin paid subscriptions

I would like to have 2 paid membership levels for vbulletin (one product is 1 time fee and the other is recurring) that are paid through clickbank. So user would make 1 of 2 different payment options, their information would be sent using an API from clickbank probably the receipt one ([url removed, login to view]). Once vbulletin receives the information from clickbank, I would like vbulletin to check their database for the email and either upgrade their account or add a new account.

1. Is this something you can do, and what qualifies you?
2. How long will this take?
3. Can you give me an overview of how you would accomplish this product. I know with vbulletin there are many ways and I want to be sure your plan is something that can work for my situation.
