Convert existing html/css to Wordpress

I have an existing website that I need to convert to wordpress. The requirements are this 1.) Homepage is static - no dynamic content but left navigation must be editable and ability to add new left nav items to list. The left nav is the same for all pages. 2.) There are 8 areas of content. These areas are pages, not posts. Currently there is no need for a 'posts' page but would like the option of adding it later on. 3.) Basic template is the same for all. Only the homepage looks a little different. All other pages have same template 4.) Need a gallery page to which images can be uploaded and set up in one or multiple galleries 5.) Need a standard contact page 6.) All pages must have ability to have comments, turn them on or off, etc. 7.) Standard use of categories and tags should be available.
