Design and development for a new web app

I would like to build a B2B web app that offers a monthly subscription for users.
- New user registration
- User enter billing information and is billed monthly (or 30 days)
- Users can modify/cancel/reactivate account
- The subscription service will send alerts based upon rules defined by the customer (more information will be provided, but this should be fairly straight forward).
- Some type of backend to manage users, services, alerts, and billing information
Skill sets
- I would prefer this to be built in Django (open to other languages)
- Integration with CampaignMontior for the emails (nice to have, but not required)
- Comfortable with APIs (more details to come)
- jQuery experience
- Web 2.0 clean designs
