Create webpage with geographical search and four graphs

This project is for the creation of a single webpage that accepts an address and number of mils as parameters in a URL. It then searches a single table in My SQL for properties that are within the mile radius specified in the URL and creates a webpage showing four graphs, also calculated from the same table. The calculates are extremely simple average calculations. The charts are all line charts.
The charts need to look modern and terrific,
Ideally, this would be done in Ruby. But I'm open to suggestions. It is an emergency project and needs to be completed ASAP.
The MySQL database is already created as is the Domain and space on my server for the project.
Flash is not an option for charting as must work on mobile.
