I am looking for a web service to take an existing IE or Firefox tool bar and allow people to drag and drop components on and off of it. The individual components I want to show in categories and the user can select by drag and drop which component to add or remove.

I want users to have the ultimate toolbar, not just stuck with googles, yahoo's etc.

I want a library of components that have been user added or removed from toolbars and saved for other to use.
