Build marketing website in Drupal

We have redesigned our marketing website, we have the design in PSD files, and would like it to be built into a Drupal website.
The site will has a base design, with 3 different types of templates differing on the type of content.
The different template types are:
* Home Page: many different panels with quick links to content pages on the site
* Basic content page: A page containing content, 1 column
* Other content page: A page containing content and another column showing 1 or more panels with more information and/or links to pages providing more content
The base template design consists of our logo, a banner image which will change based on the page that it's on, a drop down navigation menu, the content and a footer containing links to the terms of service and copyright information.
The website also contains an investor relations section, which is provided by an outside company. An HTML template for that section (1 page, base content) will have to be built for that too. This page will be used by the IR company to build their template for our site.
