Change HTML code so email works in Outlook 2007

I require the HTML changed in the code for an email newsletter to remove the use of a background image so that it renders OK in Outlook 2007. Should be an easy job for someone familiar with HTML. SEE more detailed instructions below before bidding. ## Deliverables Original HTML file uploaded. Image uploaded. The background image that needs to be changed is the one at the top of the email. I realize that the text will not be useable in the new design, so therefore delete the date, title and contact info tables that are in front of the current background image. Basically, just replace the tabes at the top with one that includes the image as a regular image. Please send me revised HTML and indicate where the changes are made.
