Ad serving/network and Openads consulting

We are a small start-up in the ad network space. We would like for someone to consult with us to educate us on the use of tracking cookies in ad serving AND in the use/functionality of OpenX (formerly OpenAds). Depending on the information gathered, we may want the consultant to help us design requirements for the creation of an ad network with ad serving and tracking capabilities. We are currently leaning toward using OpenX, so the provider must have extensive knowledge and experience using that software and must have the ability to help us achieve all of the desired functionality in the fastest and least expensive manner. The winning bid will prove by experience or a written proposal the consultant's ability and knowledge in the areas required.
