I am new to freelancer but have been a System Architect, Business-Data Analyst and Software Developer for 25+ years. I designed and developed my first Web based application in 1996. It was the first time a Web base user interface had been used at one of the largest telecommunications companies in the world (At the time we were working on a merger with British Telecom but it was shot down by the United States Federal Communications Commission). Your requirements don't mention the hardware-Operating system you have at the shop. Is it a Microsoft Windows based system? The Freelancer Skills say PHP but there could be other options depending on the software and OS you already use.
