Data Filtering Software

I want a program that will read a CSV with 1 minute Forex data, filters out non-trading days and also creates a file that produces a 1 Hour data file by taking the OPEN of the data at the start of each hour. Then analyse the High and Low columns one by one until the data line of the 59th minute in that hour. Then Write a single line with the OPEN from xx:00 , the HIGHh is the highest "High" of the High of the individual minute lines between 00 and 59 for each hour, The LOW is the equialent for the Low Column and the CLOSE is the Close of the xx:59 Line. I have included a CSV for a 1 Minute and a 1 Hour file (not of the same time periods but should illustrate). So basically I want the program to read a 1_m file then remove the data for all days where the data for all values is the same and write a new 1_m file with the filtered data. Then take that data and pull together the data for any given period and create another file with just that data. Typically it will be 1_h but it could be 30_m (30 minutes) or 4_h (4 hours.)
