Design & Req. Document For Online Site

What I require is for a knowledgeable and professional coder(s) to write me a requirements document for a online community I wish to have developed. If you come up with a proper and detailed document and are able to also code the project, chances are the job will go to you (assuming your price is reasonable).

The req. document that I require is for a site that will be fairly simular to the site found at - [[url removed, login to view]][1] It will be up to you to come up with the design, additional ideas and all requirements including server, security, coding, etc.

I will give you the theme and general idea for the site.
