Client / Server Interactive Communication Tool

I am looking for someone to finish up the VB Client and also to add in the coding for background communication between the client software and the server. The communication package will need to be integrated into the software and include:
a) posting / retrieving information off the database and updating the database on status
b) ability to poll the databse for new messages and if yes then have a notification icon show there is a new message for x user
c) different access levels for each user saved in the login / user databse that allows them to be able to or not be able to do specific functions (Such as send messages to certain people, use the admin functions, etc - this will be detailed out in our communications).
I already have an interface designed, which really doesn't need to be changed (Client), and have setup some of the features to work thru .xls database , which is probably the preferred method because the data will need to be easily analyzed and put into graphs, charts, and statistics.

By Server I mean a web-based database system, the easier the better really, which is why I suggested .xls files, the system is really unimportant as long as statistical packages can be run on it easily, and it's modyfiable based on future needs without a big hassle. Almost any / all database systems are supported, SQL, Access, Oracle, etc.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
