Create a website

I am looking for a designer/programmer that can create the following: a “craigslist” type of site where users can register and/or login (securely) to post an incident (there will be no buying or selling---it is not a ecommerce site or adult site..). There will be 4 classifications of users which correspond to their input. When a user logs in (so there will need to be a database), they should be able to post information and be able to communicate via emails like craigslist (anonymous generated emails that link back to users real email for privacy). Each post by each user will be placed in whatever region the event happened (so the user logs in, selects one of the 50 US States, selects a region in that state, then has the ability to post an event and have an anonymous email attached to the post for them to communicate to and from other users who respond). Other users should be able go to the site, browse the States and regions, see posts, and have the ability to respond (like responding to an ad on craigslist). The first page should consist of a two column design: the left menu column should links to register for the 4 types of users, a “contact us” link with admin info, a search function, an “about us/FAQ” link, and a legal disclaimer. In the middle column should be the US States alphabetically (like craigslist---maybe broken into three columns). Each state will link to its page that will contain all posts for that state. On each State page, there should be additional links to multiple regions of that state (I can provide a list). When users select a region, then the posts that are statewide are more narrowly organized by that region (like craigslist). Once the user is looking at a region, they can see all posts for that region and respond. Before users submit a post, they should have to read and acknowledgement liability disclaimer statement. The overall site should also have a filter that screens for profanity when users post incidents. Visually, it should be very simple, like craigslist. I have created a very rudimentary “google sites” page that shows the concepts of what I am looking for and I can provide access. I am a not a company nor do I have a large budget. I dont plan on making any money off this site for at least a year..so.....
