Design CSS Templates for Site Builder

I need someone to design and code 1000 templates for a web-based site builder. The templates are coded in mainly CSS and the index files are written in php. I need the provider to know exactly how to create these templates (very simple coding) and provide templates that are of high quality in graphics design and flow. We will need 1 original layout and 4 variations of that layout, so you will actually be doing 200 original templates and the rest will be variations of those. Another way to explain this is that you will only be writing php code for 200 index files. Please bid per 100 templates for budgeting purposes (this means 20 original layouts and [login to view URL] files and 80 variations). I have attached one of the templates for review.
