Twitter hashtags based news website and wiki style article creation , to bring news AUTOMATICALLY from Saudi Arabia.

Details:
1-I want a somewhat similar website which is based on active/most commented Twitter hashtags/Trends in Saudi Arabia and posting them as news ticker/scroller in a modern attractive and well organized way and AUTOMATICALLY .Images and videos should show up with the news ticker as in here : [login to view URL] and here www.twubs.com. (see picture)
P.S:
The news ticker should be different from the registered hashtags.
a-Social news ticker: It has to be automatically , you search hashtags (filter to saudi country only),find the most active or commented one and import into the news ticker/slider .
b-Registered hashtags: allow users to register hashtags and then show as most commented
2-All the features should be copied into my website from www.twubs.com.
3-Article creation (wiki style): can be edited by public and moderated by admin.
4-It should be in Arabic (right to left orientation) - I can help with the Arabic content.

PS: The shorter time the work can be done is the better (<7 days)
PS: I might choose the studio feature to follow you step by step .
* Because this project failed to be done by another experienced FL , I am going to do the following :
Show me a demo webpage where there you made a news ticker based on twitter most active/commented hashtags in Saudi, as I showed in the picture .
If you can do that , this reassure me that you know how to do it and I will award who can do it first.
