Directory - Forum & Blog with Ad-Management

I would like to create a site like [login to view URL] only with a better design and far better forum. I would like an ad managment system where a user can sign up and pay to place a listing in the directory. Listings will only be active for as long as the subscription is paid. I would also like picture adverts down the bottom of each page. The home page will be for those who have paid a little more, but on each category of the directory, only those who's business falls into that category would be shown. I would like a good blog and for the last... say 5 posts to be shown on the home page. The last thing is that I need 1 banner ad at the top of every page and 1 at the bottom. I need a forum that users can sign up to and use with private mail etc. Please do not send generic bids. I will give the project to whoever sends me the most proof of past work in forums and directories, and whoever can show me some good work. I want details bids only please. I am in no rush for this project but my maximum amount is $200 The site is to have a light pink vintage, shabby chic theme. Thank you.
