PHP project developer - NO FIRMS/COMPANIES!

I am seeking a PHP programmer to help develop more features on multiple existing projects, and to fine tune others. This is an hourly wage position which will start at approx 20 hours per week. I assign you a specific project, you quote me an amount of hours to complete it, ocne it is approved, you start and finish working on it, are paid, and then we proceed to the next task. Must be fluent and knowledgeable in: PHP, AJAX, MYSQL, CSS, JAVASCRIPT, jQuery All work must be completed using CSS and XHTML, no tables allowed. our sites use a fully custom control panel backend with no CMS attached. When bidding, please include a PM with a quote for amount of hours needed to perform the following: (note, failure to provide this rough quote will result in your bid being removed) Example 1: Assuming the control panel is already present, create a newsletter delivery system to an already existing database. No login/signup forms needed, just a template creation system with a WYSIWYG editor and the same type of editor to send emails out to the list. Example 2: Assuming the control panel is already present, create the ability for 'users' to create individual photo galleries, with a mass-upload feature, and also ability to create multiple albums. All photos would automatically create thumbnails and lightbox would be used to view photos in the galleries. Again no login system is needed. You would be creating the forms to create the albums, upload the photos, and manage the albums/photos. When you are asked to perform a task, you will be asked to quote the amount of hours needed before beginning so that we have an idea on costs, we are trying to judge how many hours you will be needing to complete the average project, to help us approximate costs.
