design a layout and implement it on my gold coder script.

I have goldcoder script , i need it to be implemented in a layout and make it look like samples shown in [login to view URL] you can check [login to view URL] for script and default layout details i need someone expert in php and also in design we are not willing to pay more than 99 for entire design+development so if you are okay with that than only bid our payment structure would be 10% advance + 40% once its designed and developed + 25% at upload + 25% after testing
