Data encryption from SQL Database to C# program

I am looking to have data encryption method installed into a sql server and into a c# program. Right now anyone with a user and pass can see the data. I want to be able to make the data encrypted from the server to the program then have it decrypted and fed into the program itself to be read.

I am in need of this being rushed. It should take about 4 hours or less. I have the money and want it done asap. The first coder with the right credentials who can have next delivery will get my business.
