Debug Apache+Php+Postgres Installation on Win XP

Get my Apache+Postgres+Php running. I cannot figure out what the problem is, but keep getting 'cannot load dynamic library' and 'call to undefined function pg_connect'. All files are there in the right location, ini and httd files correctly configured.
