Decode a CAPTCHA (see samples)

We need an API on windows in the DLL form to decode a CAPTCHA and return up to 4 guesses (or just 1) to the calling routine. 50 Samples from the generator may be found in the attachment. The efficiency should be 85% minimum. The coder can utilize / include open source / free software in the project. The first 10 samples in the attachment feature the same string, which may be helpful in development. I'll provide more samples from the same type, for development and testing.
