C / C++ program needed

Hello all, Looking for an individual who will use a specified library? to write C or C++ code (functions)? to do the following: 1. Read an image 2. Process an image by pulling? values from it. 3. Returning the values obtained from the image. The target system: Windows Vista 64-bit. Please specify the C / C++ development toolkit of choice so it can be installed on the target machine. A good makefile is also strongly desired. The library (and the software in general) that processes the image is about 50MB in size. Once the code is completed, it will need to be installed on the target platform. To access the platform, one should have access to Windows Remote Desktop.
