Coder For Expert Advice Portal

Hello, I am currently looking for a coder to program a portal consisting in a person making a question and these question beeing submitted to the correspondant expert. Each expert / user can log in the portal to check the mesages and make new questions. The user making the question has the option to hire the expert at any time. Each experts would get a series of points depending on the actions made and the respond of the user. A chat system would need to be made in the portal. The system must run on wordpress. If you are interesed respond using the keyword "trump". I also need to know the kind of hosting that the portal would need to run and the time taken to finish it. The graphic desing and the system workflow is ready for the coder.
