Apartment Listing Website - Complete web and graphic design

I am looking for full graphic and web design for a site similar in function and design to [login to view URL], only adapted to Apartment and Rental listings, instead of pets : ) I have really fallen in love with both the clean design and navigation of the [login to view URL] website, and I see it as a viable example for a website that allows apartment and rental property owners to list their apartments, and end-users to browse them. I do NOT want a clone or any of their code stolen, I want fresh code based around the same navigation and simple design. For example, on their main page, their primary navigation links are: Search Dogs = Search Apartments Search Cats = Search Townhouses etc.. After the initial navigation after clicking "search dogs", you arrive at a screen with fields and dropdown menus where you can search by zipcode, distance from that zipcode, breed, color, size, etc.. These could all be changed to fit apartment listings, while retaining the Zip Code and Distance criteria, but adding # of Bedrooms, # of baths, Pets allowed, and even Cost. I also like the loading screen that follows while it's retrieving the results from the database. The loading screen allows a unique advertising space and lets the end user know their response is being retrieved. I think you get the idea, I love the graphic design and layout of this website as well, it's very clean and friendly. I want a website similar in function and design as [login to view URL], but geared towards apartments and rental units instead of pets. The site would have an area for users to create an account and save their search criteria, and also receive automated email updates if an apartment was listed within their search area. Apartment owners who want to advertise their apartments would also create an account, and be able to upload photos, descriptions, directions, and details about their apartment. Paypal and Credit Card payment integration will be necessary for this area of the site before the apartment could be listed. This system should be automated and automatically generate the listing and send an email to the Apartment Owner who just purchased an ad. An email would also be sent to the site administrator to approve the listing. Each advertisement created will feature up to 6 thumbnail photos, up to a 200-character description, and between 8-10 pre-selected details about the apartment, such as # of bedrooms, # of bathrooms, Pets Allowed, etc.. Also, each apartment listed requires a physical address which will be used to provide a link to "Get Driving Directions" or "view map of area" provided by mapquest. If possible, dynamically created links to "Local Area Information" would be an excellent value-added feature that would encourage more advertising opportunities. I basically want the apartment listings to be interactive and contain as much information as possible, as people are very much into "all-in-one" and convenience, and advertisers get more value for their money. I am not a programmer or a web-developer, but I have had some experience with CMS systems such as Joomla and Mambo. As such, I would enjoy some kind of backend application control, or at least some kind of support through email or phone either provided within the cost of this bid, or for a negotiable fee either per call or per month. For the most part, the static content of this website will remain unchanged, so complete content management is not necessary, but a negotiable area of this bid is that contractual database maintainence may be available, depending on how technical that proves to be. I'm a very basic user of MySQL and would prefer that option, but I'm open to whatever it takes to get the results I'm looking for. There is no rush on this project, and I'm very open to discussing my needs and the scope of this project with anyone.
