Creation of Website

I have an existing website with content and pictures. I just want to give the site a face lift. The coder must be willing during development to show me how the work is being created so that I will be able to pick it up after it's done. I will need to be able to update the content, calendar, photos, templates by myself. This could be a quick training in Dreamweaver or frontPage. The site will include scrolling announcements, scrolling pictures, and slideshow effect. I would like the coder to recommend the best software that's easy to learn, cost less and easy to manage. I know a little html, css enough to understand what is being done on the code side of things. I was able to create the frames and insert pictures and colors using notepad. But when it comes to creating the menu buttons, hovers, links to other pages, etc, I need help.
