Create Python HTTP GET Web Service

I have data that is stored in a MySQL Database, but I want to serve it to my site much faster and allow it to refresh and potentially stream to my web pages. The Web Service will be used by only my website and will have up to 10GB of data available. Requirements: - Adhere to REST principles - Will need to setup hosting for the Web Service (Amazon EC2 or similar). I will register and setup payment. - Must be able to handle an HTTP Request (URL will contain 2-6 parameters) - Output should be in XML (I have a format in mind) - Can perform 50 requests/second with 600ms returns and have 10 concurrent users. - Need it completed in 2-4 weeks. If completed in 2 weeks or earlier I can bonus. - I want to arrange 3 times per week meetings to touch base and provide clarifications (via Skype or similar).
