The assignment asks you to examine a contemporary plan or development in the context of the historic movements (for instance sanitary movement). I have an option to choose any plan or project (Proposed, under construction/implementation or recently completed)in the metropolitan Baltimore or Washington D.C. areas. intensively research that plan using official plan documents, media coverage and correspondence or interviews with planners, designers or developers of the project. Then analyze the plan form the context of one of the course movements (e.g. City beautiful, the garden City, Partnership City). In what ways in the plan part of the legacy of the historic movement and in what ways does it differ? How do the underlying values or goals to compare to those of the larger movement? What are the projected benefits of the current plan and to whom will they accrue (and who will be negatively impacted)? How does the plan compare with the theory or seminal plans of the movement? 1. A summary of the project including goals and objectives(explicit and implicit), physical specification e.g. location, use, size, orientation, number of building and related infrastructure and other physical attributes) who is doing the planning ( city/state agencies, private developers, public private partnerships, not-for-profits or citizens/residents groups) and what other parties are involved (describes their interests). Also provide a history of the plan to date and financial details (budgets, projected revenues or benefits and where is the money coming from). 2. An analysis of the project in light of the chosen movement (e.g why is the proposed redevelopment of the West Lexington Street area in downtown Baltimore a "City Beautiful" plan?) with explicit reference to no fewer than two of the course readings and at least two additional scholarly reading on the subject (all historic references must be from a scholarly book, journal article or historic report-Internet references are NOT Acceptable for this aspect of the project) Are the project goals, concepts and underlying values consistent with those of the historic movement. Why or Why not? (Pay particular attention to those things that are Not consistent and attempt to account for these inconsistencies.) Where appropriate draw upon actual historic plans or developments that illustrate or differences. In light of your selected historic movement also attempt to separate plan rhetoric( e.g "this is a plan that will make Baltimore the greenest city in the nation..."or " this project ensures that there will be affordable housing for all Washingtonians for generations to come...") from what the plan will actually accomplish and who it will serve( and who will bear the burden of the costs). But also remember that historic plans and movements may also have self-serving rhetoric that is inconsistent with implicit intent or built results of the plan. 3. A discussion of issues the plan raises with appropriate reference to historic movement and how you think they will be resolved. How can the concepts of historic movement better inform the present project? In what ways is the current project repeating mistakes of the past? Is the plan or project worth pursing and if not how may it be improved (or suggest alternative courses of action)?
