Build SQLServer rules Engine + UI for user to enter request

Build a rules engine in SQL Server 2008 R2. (SEE ATTACHEMENTS) The goal is for a user to enter a list of criteria (or "rule") in a nice UI. The application will then query the rules engine to determine the list of FORMS compliant to the user's request. (user's rule). The application will then upload the forms (stored IN a SQL server table themselves) in a specific folder pre-defined by the user in the UI. The application will then generate a record for the AUDIT table (see attachements). Please read: [login to view URL](v=sql.90).aspx the understand the requirements. The UI will be a Webapplication (html) or VB.net (.exe). It has to be nice but I don't need anything complicated since I need to be able to modify the UI myself. The source code, the UI and the database must be 100% flexible and modifiable as I will be customizing it afterwards. Please bid only if you are capable or programming that in 3 to 4 days (or less).
