Affiliate Recruiter needed for 2 websites

I'm currently looking for someone who can recruit affiliates for 2 business related websites. The first website sells an online tool for start-up businesses to build forecasting models and it sells for $39.95. I will pay an affiliate 35% ($13.98) for every license sold. I have 2 levels of affiliate payouts. The referring affiliate (the one who referred the affiliate that drove the traffic) will also be paid 5% ($2.00) of every sales that is sold by that affiliate. I hope you are following me. I do it this way so that the recruiter I hire from GAF is not only paid a project fee for completion of the assignment but he/she will also make ongoing money from productive affiliates.I obviously don't want deadbeat affiliates. The second website sells a business compliance online tool for businesses and sells for $99.00. I pay the affiliate 25% ($24.75) for each sale and the recruiting affiliate 5% ($4.95). AFFILIATE FEES ARE PAID EACH MONTH REGARDLESS OF THE BALANCE! I would like to recruit 1,000 real affiliates, email verified, different IP address, US or Canadian based for each of my sites. Please bid on 2,000 affiliates and break it down for me in a Private Message on how you plan to carry this out. I'm also open to any other arrangements that accomplish my goal. For example, if you can only recruit 50 affiliates, then mention that to me in a PM, so I can hire several people, etc.
