Client Software

I need a top notch programmer to create for me a software client that will be used to access a dedicated server over the internet, that will intern bring together people from all over the world to converse on a given subject. Imagine a forum, but instead of typing you can speak live to each other about a subject. The users will be able to see each other via webcam video and speak to each other with their own headsets by first downloading this software that I need created, then they will be able to enter sessions or rooms in which they can converse with people from all over the world about different subjects. For example, there will be 2 options in the software called "world peace" and "War". if the user chooses "war" from within the software they will be translated to the room where people are talking about war. More info will be given to the person I choose. Like you've read, this is basically a small client software that will be used to access the dedicated servers of the website I am going to be running.
