Need to develop a Python based we application.

User:
It is basically an website where people can upload document and cost for the downloading them can be paid online
The documents which is a PDF should be appended with unique-id while downloading
Payments through payment gateway
Mobile number and name is required to download an application
Searching the application can be build on top of several options(All drop down)
Admin:
User can upload the PDF docs and set the cost for them
It should have start date and end date
Login and registration is needed.
