Commandline tool (C# Windows) for converting PDF's and reading barcodes

Based on what should it split or combine the pages in these files? Also, what does it have to do with the barcodes? Understood the requirement. Need few more details (logic) to merge / split the pages. Process will be : 1. Read IMAP Mailbox (1 configured) 2. Split / Combine pages of PDF and store in a folder Correct me if I understood something wrong.

I can read the PDF and extract the bar code then using this bar code I can arrange the the pages in order and create a new PDF file. for reading PDF there are many free APIs like ItextSharp.
